      Required binding strength SHALL be used for elements with type code.

      In most cases, required binding strength SHALL be used for elements with type code unless the element  has a context-free (binding.additional.usage not present) additional binding with purpose = maximum.  Exceptions to this rule need to be approved by the FHIR-I work group which will document the patterns that qualify as exceptions.

    Description

      There is a requirement stating: "Required binding strength SHALL be used for elements with type code." However, there are elements defined in the spec and IGs where the binding for element with type code is not required, e.g.:

      I do see where the requirement is comming from, but I think boh approaches have value. Please decide what approach to be used, as this descrepency needs to be resolved.
