    Description

      The EvidenceVariable.characteristic.definitionByTypeAndValue.offset element currently has short description "Reference point for valueQuantity" and definition "Defines the reference point for comparison when valueQuantity is not compared to zero."

      The offset element can also be applied for valueRange.  Please add 'or valueRange' after valueQuantity in both statements.
