      Based on discussion, we actually want to be prompted if there is information missing - even if it's not necessary for a determination of whether authorization is needed, covered, etc. However, we don't want authorization back.

      Therefore, will update the specification to indicate that "What if" should use the Order Sign hook, but SHALL use the configuration option that prevents the return of an unsolicited determination and MAY use configuration options to prevent the return of other irrelevant types of cards (e.g. duplicate therapy, etc.)

    Description

      Need to make clear that "What if" should be Order Select, not Order Sign, both because it doesn't make sense to do "What if" if you're filling in full order details, and also because we don't want an unsolicited determination coming back.

      Also need to make clear that unsolicited determinations SHALL NOT be returned for Order Select invocations. We don't want a determination until the order is complete, solid and signed - which is what Order Sign represents.
