    Description

      The Profile introductions are written in an ad hoc manner which leaves the impression of a poorly written specification.  The is reader disappointed if they are searching for similar guidance or documentation across profiles.

      for example compare the Patient Profile with the Condition Profile

      Proposals:

      The header "Example Usage Scenarios" to the profile introductory text is misleading and does not capture the content therein.  I propose restructuring and standardizing the format introduction to match US Core.  See CI Build Patient Profile for example.

      1) Move the introductory paragraphs into the Profile Description element.  It will be rendered in the profile page by the tooling under the metadata.

      2) Change the Headers from "Example Usage Scenarios" to :

      Mandatory and Must Support Data Elements

      ....

      must have:

      1. ...

      must support:{}

      1. ...

      (and only if present)

      Profile Specific Implementation Rules and Guidance:

      ....

      (and only if present)

      Example Usage Scenarios

      ....
