      This jira is a logical descendent of https://jira.hl7.org/browse/FHIR-34736.

      Please move the $docref operation, defined in US Core and IPA and referenced in IPS into the base FHIR spec, so that we can avoid trouble down the road.

      By having IPA capitalize on the $docref operation first defined in US Core, we get some significant and important document-based functionality expanded to global use.

      Eric Haas (in FHIR-34736) makes a good point (and he's the guy who would know), that the obvious risk here is divergence thereby placing implementers in an impossible position.

      Further, note that FHIR-I (Lloyd) remarks in the comments (of FHIR-34736) that they're supportive of this moving to core, but that the decision should be owned by OO.
