Based on discussion with various nations and International Patient Access work, there was a desire expressed in 2021 to add MedicationRequest to the IPS profile. This was performed in https://github.com/HL7/fhir-ips/commit/178b3c1c0f5e7026f6ccac5a949fabf4829e0cb6
