      The PACIO community has recognized the challenge of linking observation codes to ICF categories used to drive the value sets within the supplemental guide, due partly to the nuance introduced by differing clinical view points and specific patient context. Based on them, the PACIO community has decided to limit the scope of categorization and value set creation to a technically-focused categorization that

      • limits the set of categories to ICF chapter-level categories
      • allows only a single category per observation code
      • is based on the observation code itself without any additional patient- or other outside-context

      The technical process is designed to be applicable by non-clinical staff, has been vetted by the PACIO community, and will be documented within the IG prior to publication.

    Description

      The Supplemental Guide identifies the codes related to a functioning and identifies the LOINC codes that relate to an ICF domain.  Neither the supplemental guide nor the IG describe the consensus process used link the domain to codes listed.  Given the importance of the relationship and the nuances to this type of mapping, we recommend that narrative be added to the approach used to ensure expert concensus on the mapping between the two. If a concensus process was not used, we recommend that a process be implemented to inform the next iteration of the ballot.
