Agreed, create a UTG ticket to register the Value Set in THO

      Change definition from:
This value set defines a set of codes that can be used to where the patient left the hospital.
      To:
This value set defines a set of codes that can be used to where the patient left the hospital.
Note that this value set explicitly removes "oth" (Other) to allow the binding strength to be extensible and therefore allow the exchange of additional concepts without requiring mapping to "oth"

    Description

The Value Set canonical url should be anchored in terminology.hl7.org (THO), not hl7.org/fhir. A UTG ticket should be created to register the Value Set in THO.

Only those with required binding to a 'code' data type should be anchored in hl7.org/FHIR
