US Public Health CodeSystem Property Binding Extension use is not clear

Will update the name of the extension to US Public Health CodeSystem Property Required Binding Extension (id: us-ph-codesystem-property-required-binding-extension). Agree, the description can be better, propose the following: Overall description:     Current: A reference to a CodeSystem or ValueSet that establishes the allowable values for a code system property     Proposed: A reference to a ValueSet that establishes a required binding to the allowable values for a code system property Usage Info:     Current: Empty     Proposed: When a CodeSystem in FHIR defines properties that can be associated with codes in the code system, this extension can be used to establish a required binding to a ValueSet to specify the allowable values for the property. For example, a CodeSystem that defined a "us-state" property could use this binding to specify that the allowable values for that property are limited to the set of valid postal codes for US states. Note that the example does do this, but it is not rendered in the narrative, so it's not very clear that it's is being used in the example. We will also either request that the narrative include a rendering for this binding, or try to override the narrative generation in this IG to display the binding information.
