See FHIR-37738 , the US Core variance request,  for the rationale for not using the US Core Patient profile as a contained patient.  There is nothing prohibiting the contained patient from conforming to US Core Patient.

    Description

The CDex Patient Demographics Profile should be based on US Core Patient. My review against versions of US Core Patient including 3.1.1 shows that it should be compatible, except that US Core Patient requires gender and other common elements flagged as must-support. Even if gender and other elements are not needed by this particular use case, nearly all patient resources produced by EHRs and other systems will be US Core compatible anyway, so it should not be a burden in practice to use. In the case where gender is not known, one can always use the data-absent-reason extension. In my opinion, the benefits of being US Core compatible outweigh the minor burden of a possibly nulled gender element.
