Description
The GFE Submitter needs to be a billing provider in one of the GFEs.
Create an invariant making sure that the GFE submitter reference matches at least one Claim.provider reference.
Remove Organization only reference restriction on Institutional GFE submitter as there could be a professional submitter that has gathered GFE's from institutions and submitted the full bundle.
