Need a way to specify when you are using DEQM and base FHIR Operations, you still use DEQM specific profiles

      Create an OperationDefinition for $evaluate-measure that changes the out parameter type to Bundle and cardinality 0..*.

      Do not use OperationDefinition.outputProfile, instead add text explaining that the Bundle is expected to have MeasureReport conforming to DEQM Individual or Summary MeasureReport profiles.

      Refer to https://build.fhir.org/operations.html#response for use of Parameters resource in the return. If a single bundle is returned, then a Parameters resource is not used. If multiple Bundles are returned, each bundle is placed within Parameters.parameter.resource.

      (Note http://hl7.org/fhir/2022Sep/measure-operation-evaluate-measure.html#examples is not a valid Parameters; Parameters.Bundle is not allowed, should be Parameters.parameter.resource.Bundle.)

      The first entry of the Bundle is a MeasureReport conforming to either the DEQM summary or individual MeaasureReport profile representing the results of the calculation, and subsequent entries in the Bundle are resources created and/or evaluated as part of the calculation.

    Description

      DEQM makes use of base FHIR $collect-data, $submit-data and $evaluateMeasure.  We intent the user to use the DEQM profiles on MeasureReport, such as http://build.fhir.org/ig/HL7/davinci-deqm/StructureDefinition-datax-measurereport-deqm.html.

      We discuss it but we do not have the operations constrained in the IG to only use the DEQM profiles.  Do we need to?  If so, how?
