The list of profiles on the IPS Structure page indicates that vital signs should use: http://hl7.org/fhir/R4/vitalsigns.html

It is unclear if IPS expects all vital signs to simply conform to that base vital signs profile that is linked, or if it expects the different vital signs to conform to their individual specific profiles (e.g., heart rate, blood pressure, etc). If the latter, this should be clarified along with links to the individual profiles or a link to the table of vital signs profiles here: http://hl7.org/fhir/R4/observation-vitalsigns.html#vitals-table
