Update the definitions for the SNOMED CT based value sets to be based on the full SNOMED CT International Edition release (not version specific).  Plus, when appropriate, include a  value set defined from the IPS free set (ideally intensionally, based on ECL, or extensionally, if needed), and including a current value set expansion, as an "additional binding" (using the "additional binding" extension).
