Observation Survey has MustSupport tags on `Observation.derivedFrom Reference(US Core Observation Survey Profile | US Core QuestionnaireResponse Profile)` which means server implementation must support both target references.

The (Assessment Screenings section)http://hl7.org/fhir/us/core/sdoh.html#assessment-screenings states that "US Core Servers SHALL support US Core Observation SDOH Assessment Profile for SDOH Assessments and MAY support the US Core QuestionnaireResponse Profile for SDOH Assessments."

So if a server chose not to support US Core QuestionnaireResponse Profile, then the server would not pass the Observation Survey's Observation.derivedFrom MustSupport requirement.

Suggest to add an item to Observation Survey's Profile specific implementation guidance that

• Although both `Reference(US Core Observation Survey Profile)` or `Reference(US Core QuestionnaireResponse Profile)` are marked as MustSupport for Observation.derivedFrom, the server system are not required to support both, but SHALL support at least one.

Also suggest back port the resolution to US Core v5.0.1.
