Description
As per 45 CFR 162.406(a), a National Provider Identifier (NPI) is always "a 10-position numeric identifier". In order to prevent data entry errors I recommend we enhance the Practitioner.identifier:NPI and Organization.identifier:NPI slices with Pattern Values to validate that they are 10 decimal digits. I think the regex for this would be "[0-9]
{10}".
