    Description

      The specification makes no comment on Observation.value[s] for blood pressure and pulse oximetry profiles.

      From my pov, there's no proper use for the observation value on blood pressure, and it should be prohibited, but if not, the expectations should be clear, and there should be a piece of documentation that says: Don't use this. or you must populate this, or you might use this, and if you do use it, what goes there is a text representation like 120/80, and it must agree with the systolic and diastolic values, and consumers are always free to ignore it

      For pulse oximetry, the value is important - it's the actual O2 Sat. But this is not stated anywhere, and the element is not constrained. There should be a constraint that fixes the Observation.value[x] to a quantity, and fixes the UCUM unit to %, and says that the value is the actual O2 %
