Move change log from version history to new change log page in IG

Technically, the version history is "outside" the specs themselves.  The justification for the change is to simplify the description value in the version history page.  They are currently change logs in markdown format. The issues with them are a) markdown rendering  issues in the version history page,  b) the source package-list files are used for other things like an RSS feed and the change log data is superfluous, excessive, and hard to read in its native markdown and c)  moving the change log information to the IG content will conform to ig publishing expectations.  The plan is to provide a link in the history page to the same change log data in a change log page in the CI Build and, in the future, to future releases.
