    Description

      "The payer IT system SHALL be the primary system responding to DTR queries." is misleading or wrong.  DTR will retrieve Questionnaires, ValueSets and possibly Libraries from the payer, but they'll retrieve QuestionnaireResponses and tons of patient data from EHRs.

      Also, not clear what stating this as a SHALL is trying to accomplish.  Are we trying to prohibit intermediaries?  We shouldn't be...

      Figure out what we were actually trying to accomplish here and reword accordingly (and move to an appropriate page), or remove entirely.
