Description

In the "New Content", we have a shall requirement:

Implementations SHALL restrict information shared with a payer to only the information appropriate to share with that payer, for example, not including patient pay or federal/state sensitive data without patient permission.

This must be made a should requirement. Where the spec does not specify how to do something, it must not mandate that it is done either.

As an implementer, I honestly have no clue how to meet this expectation!
