QICore Flag profile elements with MS example bindings should change to preferred bindings

The following elements have Must Support status with example value set bindings. Each respective binding should change to Preferred:

• QICoreFlag
  • Flag.category uses http://hl7.org/fhir/ValueSet/flag-category which seems to be a "catch-all" - Change to "Preferred" to allow other flag options (including telemedicine visit). Consider Note to Patient Administration owner - this is an HL7 value set so an update to include other categories would be helpful.
• Flag.code uses http://hl7.org/fhir/ValueSet/flag-code uses http://hl7.org/fhir/ValueSet/flag-code which is basically SNOMED conditions that might represent a flag. Change to "Preferred”
