    Description

      The use of the nullFlavor, "OTH" "other", should not be included in the ValueSet: OMB Race Categories.

      By design, in the US, we stratify race on 5 concepts.  There are two nullFlavor possibilities this data is absent because it is 1) unknown, or 2) because it was asked and the person declined to answer. If the person identifies as a race that is not part of one of the OMB 5 categories, then the appropriate response would be asked and the person declined to answer.
