      We will remove Beneficiary as a discrete term from 3.1 Terms and Concepts and will make a note within the Member term that in the U.S. many government programs refer to Members as Beneficiaries.

    Description

      The Use Case page defines Beneficiary as "Any individual that selects or is covered by benefits provided by government programs", does the IG use this definition throughout? Is the beneficiary really limited to just government programs? If so, please clarify how the IG's definition may vary from that of the base resource (Coverage.beneficiary)
