We agree with commenter and implementer feedback to date supports unique invarient identifiers within the IG

Proposed Changes:

Will reassign new invariant ids to where duplicates exist to make them unique across the IG.

There are (at least) two us-core-1 invariants defined in IG:

US Core Clinical Test Result Observation Profile (and many other Observation profiles)
us-core-1: Datetime must be at least to day.

US Core Condition Profile:
us-core-1: A code in Condition.category SHOULD be from US Core Condition Category Codes value set.

Though IG publisher does allow this (surprise!), it is very confusing when pointing to an invariant.
