Add RatioRange and CodeableReference to the list of allowed choice types

      We don't want these new data types to be permitted in extensions or Parameters in R4B as it would break R4 implementations that treat R4B as a substitutable technical correction.

      Furthermore, we will add a warning invariant that warns that there may be interoperability issues if any of the 'new/renamed' resources are 'contained' resources except when they are contained in the new or renamed resources.

    Description

      R4B introduces new data types RatioRange and CodeableReference.

      These new data types should be added to the 2 places that list the allowed datatypes for a choice element:

      Additionally, we should ensure that all "open" choice types now list their list of allowed choices in the spec artifacts, including Task which seems to be written a little differently.
