Description
Citation has `Citation.status` which has required binding to PublicationStatus valueset.
Citation also has `Citation.citedArtifact.currentState` which has extensible binding to CitedArtifactStatusType valueset.
The codes between two valueset are not totally aligned which is understandable.
That bring a problem that when Citation cites another Citation, the status of cited Citation could not be mapped to citedArtifact.currentState completely. Since PublicationStatus is widely used by many FHIR resources, I think this would a common problem when Citation cites another FHIR resources.
citedArtifact.currentState is a extensible binding which means that additional code could be used if not available but this is not a optimized solution.
I recommend that definition of CitedArtifactStatusType should be updated to include values from both code systems:
- Include all codes defined in http://terminology.hl7.org/CodeSystem/cited-artifact-status-type
- Include all codes defined in http://hl7.org/fhir/publication-status
There are some overlaps between these two code systems but I think those could be addressed easily.
