      Update the ShareableCodeSystem profile to

update CodeSystem.caseSensitive to be mandatory and mustSupport.

      update  CodeSystem.hierarchyMeaning to be mustSupport

      Add an invariant

If CodeSystem.concept.concept exists hierarchyMeaning is mandatory.

Another ticket will be opened to address the suggestion in this ticket that UTG / THO be the repository for profiles such as ShareableCodeSystem.

    Description

HL7 should enforce that all code systems authored in the base spec, UTG and all IGs SHALL have a value for the content element. In addition, the validator that runs in the publishers should create a warning of caseSensitive is missing, and hierarchyMeaning too. (note: the validator is doing that now, this is to get sign off on this policy)

In addition, the ShareableCodeSystem profile should make those mandatory and must-support.

oh: The shareable profiles should be moved out into UTG and published through UTG as profiles that apply to all content in UTG and all other HL7 publishsed specifications
