Description
HL7 should enforce that all code systems authored in the base spec, UTG and all IGs SHALL have a value for the content element. In addition, the validator that runs in the publishers should create a warning of caseSensitive is missing, and hierarchyMeaning too. (note: the validator is doing that now, this is to get sign off on this policy)
In addition, the ShareableCodeSystem profile should make those mandatory and must-support.
oh: The shareable profiles should be moved out into UTG and published through UTG as profiles that apply to all content in UTG and all other HL7 publishsed specifications
