    Description

      The exact meaning of Immunization.recorded is ambiguous. There may be a couple of issues:

      • We should clarify that we want this element to refer only to the "first" date/time of being recorded. If a resource instance is updated, should that also be tracked?
      • We should also clarify the meaning of "the subject's record", a patient may have a number of different "records", especially for historical vaccinations. For example, if a patient was immunized on Nov 1 at a pharmacy but then reported that to her provider on Nov 15 where it was recorded in her chart, which record, the pharmacy's or the EHR's, should be reflected in the .recorded? If both systems use FHIR to report the dose to an IIS, what value should the IIS use?
