      Agreed, add the following changes to the measure terminology service:

          1. Server Operations

      1. SHALL support the `metadata?mode=terminology`, returning a list of all supported code systems, whether they are explicitly made available as CodeSystem resources or not

      2. To ensure performant operations with large code systems and value sets, a measure terminology service SHALL support [batch](https://hl7.org/fhir/http.html#transaction) operations for at least the following:
      1. CodeSystem/$validate-code
      2. ValueSet/$validate-code

      3. Services MAY require authentication. If authentication is required, it SHALL be in the form of an authentication header (usually a bearer token) that the user can determine in advance and provide to their FHIR tooling in some configuration.

       

      Add support for the following parameters in $validate-code:

      3. SHALL support the activeOnly parameter
      5. SHALL support the displayLanguage parameter

      Add support for the following parameters in $expand:

      3. SHALL support the activeOnly parameter
      5. SHALL support the displayLanguage parameter
      6. SHALL support the limitedExpansion parameter
