The v2-to-FHIR project has identified a need for a new extension to capture data from a v2 message where there isn't an existing FHIR data element that is appropriate. The ORC segment includes an order control code (ORC-1) which indicates an event happening (new order, result be reported, cancellation, etc) and the date/time of that event (ORC-9). While some events have a date/time data element that is appropriate (for example a new order could put ORC-9 in .authoredOn), most don't. The v2-to-FHIR team is requesting a new extension to meet this need.

Complex extension (businessEvent) with a value element (1..1) and a date (0..1).

The value element could be a CodeableConcept with an extensible binding to v2 table 0119 or a less v2-specific value set could be created.

Note that ORC is present in both order and result messages as well as other message types.
