It isn't clear why protocolApplied.targetedDisease is restricted to a single GPS disease code. It seems to me that many immunizations target multiple diseases (MMR, DPT) and as such, you'd want to be able to record each of those diseases–and record them all in the same code system. Therefore the max cardinality of 1 GPS disease should be relaxed.
