Guidance from the Vocabulary work group about the use of the usage extensions is that the first class useContext element is more appropriate for the use case of identifying usages of the valueset.

In particular, searching for value sets that are used by a program is supported with the useContext search parameters, and searching for value sets that are used by a measure is supported with the measure search parameter in the measure terminology service capability statement.
