      Modify the definition of the "manifest" parameter description in the cqfm-valueset-expand operation as follows:

      Specifies an asset-collection library that provides expansion rules for the operation. See the description of [manifest](measure-terminology-service.html#expansion-rules) for a complete description of how manifest values are used to provide defaults for expansion parameters. Parameters specified directly in an $expand operation override behaviors specified by the manifest parameter.

      Clarify in the description of the expansion identifier parameter that it takes precedence over other parameters to the expansion. I.e. if there is an expansion identifier that the server understands, that is the result of the expansion. If there is an expansion identifier that the server does not understand, that is an error.

      Add the valueSet expand examples as examples in the IG, as well as examples in the Operation documentation.
