CarePlan.author has since been renamed to custodian.

The proposed change suggested author (now custodian) be defined as "the name of the person who authored the plan", but that would be considered a CarePlan.contributor since contributor is defined as "who provided the contents of the care plan"

The current definition of author is:

Who is the designated responsible party.

Given the request in FHIR-33593 to add PlanMonitor, suggest clarifying the definition of author to:

The name of the person who authored (led development of) the plan.
