Concerning fragments, we say:

> Fragments can only be published by the code system authority, or according to a process defined by the authority, if they have defined one

But in cases, where the code system authority isn't engaged and has no process, we are publishing fragments now, The wording here should be clarified, or maybe loosened, so that we and others can publish fragments in such cases. 

Probably in HL7, we would say that HL7 can only publish fragments with agreement from HTA? And I think only through THO? I don't think we have fragments in any IG, but I definitely haven't looked systemetically
