When we first introduced these profiles, we used the contents of the CDC paper card as a guide for what belonged and them as must support. However, now that we have more experience with real world deployments, it seems that lot number is not so universally available and not really part of any verifier workflow. As such, I think we should reconsider its destination as must support. I would be in favor of moving lot number from the data minimizing profile into the allowable data profile.
