The IG current says:  "Issuers SHALL only produce resources conforming to this profile IF status has the value completed, which is reflected in the profile by fixing the value of status to completed. "

But I think this might warrant a bit of clarification. I think the requirement is that only Immunization events which have been completed should be rendered as Immunization Resources in a FHIR Bundle. The IF statement is should be more about the actual status of the event (given or not given) rather than the value assigned to .status. 

I would suggest: 

Issuers SHALL only produce resources conforming to this profile IF the immunization event was performed and warrants the status being valued completed. This requirement is reflected in the profile by fixing the value of status to completed.
