      The phrase "retained-as-is" means that if the value given inside the Reference() keyword is assigned directly to the element on the left hand side of the assignment rule when the value cannot be resolved to an existing Instance. We will clarify the language to make the description of how this works explicit.

      We will add examples of how references are resolved on Instances, and clarify the different behavior when a Reference() indicates an Instance that is defined, versus and Instance that is not defined.

    Description

      In constructing profiles, references typically refer to resource or profile types, for example, the subject of an Observation could be constrained to Reference(Patient or Group). For instances, references typically refer to other instances, for example, a subject of an Observation could be Reference(JaneDoe), assuming JaneDoe names a Patient instance. If a reference value in an instance does not resolve to another instance, the specified reference value will be retained as-is.
