As suggested on https://chat.fhir.org/#narrow/stream/179166-implementers/topic/.E2.9C.94.20Wording.20on.20use.20of.20Codesystem.20supplements

Add an invariant that safeguards that if the Codesystem.content = ' supplement' then the CodeSystem.supplement cannot be empty - essentially enforcing one of the rules on http://hl7.org/fhir/R4/codesystem.html#supplements.
