Add section on error handling that includes workflow diagrams and support for operation outcome with definitions and examples of how to represent RESTful errors, conversion processing errors and X12 errors (TA1, 999) in the description. Support for the error handling will be SHALL for all fully defined error responses.

Add error handling requirements to the formal specifications – this should support

1) Https errors (4XX, 5XX)

2) Support for OperationOutcome to report specific errors (e.g. conversion failure, TA1 reject, 999 reject)

3) Handling of time out failures

Other error conditions as defined by the PAS working group
