The .intent element of ServiceRequest, MedicationRequest, and NutritionOrder is used to differentiate a clinician recommendation (intent=plan), and order (intent=order) and a Clinical Decision Support recommendation (intent=proposal). To support such differentiation in measures requires that .intent is must support for these profiles. NutritionOrder should also have a Must Support for the .status element to indicate the appropriate status for a measure.
Since we differentiate between order and recommended using the intent element, all of the order-related profiles should have a Must Support for intent.
