      We will explicitly require those searchInclude values, explain that the _include=* meant the minimum of those specified (though a server could add more). The means for which to implement that would be left up to the server (one option being they could add those references as search parameters). Guidance will be added noting this change.

      Description

      The definition of the search parameter _include=ExplanationOfBenefit:* is not clearly defined. According to the FHIR standard, "the wild card "*" for the search parameter name, indicating that any search parameter of type=reference be included". However, none of the other _include parameters are search parameter names for ExplanationOfBenefit. 

      Within the scope of the use case of this IG, one would not expect those to be search parameter names (e.g. patient should not be a search parameter because the query can only be run within the scope of a single patient.

      The goal of _include * in this IG seems to be a specialized $everything operation. Consider further definition of the _include * search parameter or perhaps add a $everything operation with a definition of what should minimally be included.
