Agree with recommended change to add derived-from slice. Slice will need to:

1. Needs to support referencing either a canonical or any URL.

2. Provide examples of referencing another FHIR Measure, as well as referencing a QDM version of a measure, as well as an arbitrary measure specification. Specify that permalinks are preferred. Otherwise include an "accessed date".

3. Support the label and display elements to allow for additional clarification.

Add a derived-from slice to support identifying other resources that a measure is derived from. For example, the same measure in QDM format.
