Decided at the May 2021 WGM - 

Create a new structure definition named ConceptMap2 that includes all R5 changes currently applied, and any that are in the status of resolved, ready to apply. 

Add conceptMap2 to main resource list.

1. Goal in this approach:
   1. Make ConceptMap R5 visible while waiting for GG to be available
      1. Implementers should be able to test the standard operations
   2. Build will use ConceptMap and continue to work
   3. Allow changes to be made one time when incorporating ConceptMap R5 
      1. At this time implementers can fully test
