The content of the ValueSet http://build.fhir.org/valueset-medicationrequest-admin-location.html and http://build.fhir.org/valueset-medication-usage-admin-location.html appear identical except that one is taken from a med-request code system, the other from a med-usage code system. It seems to me that a single code value set and single code system for these values would suffice. Is there an advantage to multiple code systems?
