      `notificationUrlLocation` has been removed from the Backport IG. Due to constraints in the `history` type bundle we are using in R4, the element did not have a meaningful use.

    Description

      Current wording "Each Bundle.entry for id-only notification SHALL contain a relevant resource URL in the fullUrlrequest, and/or response elements. The Subscription’s notificationUrlLocation element describes the behavior which should be used."

      Since the Subscription’s notificationUrlLocation element is optional (presumably because the other payload types do not use it) what is the default location? I propose either this element MUST be specified if the payload type is id-only, or the IG specifies which elements in the Bundle.entry will contain the resource URL if it is not present.
