Add a cqfm-cqlOptions extension that is a reference to a Parameters (contained) to provide options for the translator. Options would be bound by name to the parameters in the Parameters resource.

Add the extension as an element in CQFMComputableLibrary and CQFMQualityProgram.

Add an example IG. Be sure that the documentation of current defaults and default override behavior when options aren't specified in the parameters is provided.
