Description
In section 18.107.1.1 Mandatory and Must Support Data Elements, Each Provenance must have a reference to the resource(s) the Provenance record is supporting (target). Each Provenance must have a reference to any (not to the resource). Require provenance to be for elements and not just resource.
Example: It appears there is no current way to identify how a payer (or provider) got the Race/Ethnicity data that they have. This comment is to request a resolution for that future issue for Race/Ethnicity. If we collect and maintain Race/Ethnicity data, we need to document where/how we got the data.
