      Will add constraints / invariants to make sure that

      either group.element.code or group.element.valueset must be valued 

      AND

      either group.element.target.code or group.element.target.valueset must be valued

    Description

      Neither seem to make sense without a code. Either make them mandatory or add a 'rationale' or comment that explains what the meaning/behavior of the element without a code is.
