      (The semantics of "tenant" are designed to match the field of the same name defined in CDS Hooks (https://cds-hooks.org/specification/current/). After significant discussion, we were [unable to agree|https://github.com/smart-on-fhir/smart-on-fhir.github.io/issues/133 on firmer semantics, so realistically the alternative would be to remove "tenant" altogether (as we did in SMART v1). Given that even loose semantics are better than nothing (and proving helpful in CDS Hooks), we prefer to keep the field in place.)

       What does "invoking the app" mean? The party that launched the application?

      Is the device that launched the application? The organization the user is working for?

      Both would be relevant, and should be identified with a reference to an Organization and Device resource.
